چکیده

istorically, the Navy’s mine countermeasures ships and helicopters were designed for Cold War applications, which emphasized clearance of our own ports and gave amphibious assault low priority. Today’s naval mission requires regional contingency operations where friendly forces must be capable of projecting power ashore. For example, the attempted assault of Kuwait during Desert Storm by the U.S. Navy/Marine Corps team demonstrated the difficulty of executing an amphibious assault where the enemy’s coast is defended with mines, obstacles, and shore fire. To fight effectively in the littorals, naval forces must develop a capability to insert marines and materiel from sea to shore where the shallow water and beaches are thus defended. This article examines alternatives for conducting future amphibious operations and discusses some of the more promising mine countermeasures techniques. (

Integrating Cost and Performance Models to Determine Requirements Allocation for Complex Systems

he engineering of complex systems or a “system of systems” has become increasingly problematic in recent years, yet effective “architecting” approaches that enable cost/performance trades are still immature. This article describes a systematic approach to allocating top-level system-of-systems requirements to component systems, which has been demonstrated on a naval mine countermeasures system-...

An Analysis of Stom (ship to Objective Maneuver) in Sea Based Logistics

Operational Maneuver From the Sea (OMFTS) and its implementing concept, Sea Based Logistics (SBL) stress the need for logistically supporting forces ashore directly from a sea base. This study analyzes the capability of a current LHD-class amphibious ship to sustain a force deployed ashore through direct Ship-To-Objective Maneuver (STOM) of replenishment and logistics support. We have developed...

Expeditionary Decision Support System (EDSS) and its application to Information Superiority/Information Operations

The ability to execute true distributed and collaborative planning for amphibious operations, including ship-to-objective maneuver, selected intelligence and meteorological functions, and plan rehearsal is critical in the fast moving littoral/expeditionary warfare area. As part of an ongoing series of newly developed Tactical Decision Aids (TDA) for the Global Command and Control System – Marit...

Path Planning for Mine Countermeasures Command and Control

The future success of Navy-Marine Corps operations in the extended littoral battlespace will depend critically on organic mine countermeasure capabilities. A battlegroup commander will require tools to rapidly detect, classify, and identify mines and form a tactical picture of mined areas, so a decision can be made to punch through the minefield, avoid it, or wait for dedicated mine countermeas...

Adaptive Plan Monitoring Systems for Military Decision Support

As military tactics evolve toward hyper-tempo operations, the ability to analyze vast amounts of mission relevant data is essential to command-and-control decision-making. Plan Monitoring (PM) systems provide mission status decision support to military commanders by correlating execution observables against an operational plan. The primary challenges faced by PM systems in the military domain a...
